cpu not cooling down

i have a 3800x2 clocked to 2400 with a freezer pro in a chieftech dragon case
my temps are 36 idle and 48 under load,the problem is when iv had the cpu under load and reached 48 the cpu temp only drops back down a couple of degrees even after an hour doing nothing it still wont cool down any further,the case temps go back to norm(32) after 5 mins. can any one suggest the cause of this
 
check in task manager to see if another application is keeping your cpu under load. Right click the taskbar and select task manager, select the processes tab and scroll through to check cpu useage for each.
 
it could be with it being dual core that one of the cores could still be under load from whatever your testing it with to check if its stable?
 
looked in task manager and there ws cli.exe running twice,then recieved warning that graphics card(850xt) was getting hot so restarted system and a app called gdi hung any one know what they are. anti virus does nt pick anything up
