CPU optimize for rendering videos

My CPU is not running at full speed (100%) when exporting videos but it is constantly changing percentage e.g. 8%,17%, 36%, 3% how do i get it to stay on 100%.
i know that if it stays locked at 100% the render times will be quicker than what they are currently at. They have been as long as 5+ hours

i am currently convering blackmagic DNG file to quick time files using da vinci resolve

i would like to point out that i want my CPU usage to be stuck on 100% when rendering
so that the CPU usage history creates a straight line instead of jumping up and down
