No it's running at stock.

Stock speed for a I7 920 is 2.66ghz, flashman is running slightly faster at 2.98ghz

On the screenshot there is a number. It has core speed written besides it. What does it say?

Yeah i know the 3.80 bit lol but does the rest look ok like the qpi link and bus speed?

Ok another question how comes when i dont run prime95 my cpu core speed keeps on going up and down but stays mainly at 2.2ghz.

It's a power saving feature, no point in having a 4ghz cpu when it's sat there doing nothing so it drops down to a slower speed to conserve energy.
