CPU Overheating / Fan

Hi I have an E6750 CPU running at stock speeds with the stock Intel cooler. I also have the side of my case off due to installing my old TV card.

Anyway the CPU appears to be overheating, I know this due to the beeps from the mainboard (Gigabyte GA-G33M-DS2R). i then checked the temp in the BIOS and it was around 85 degrees and creeped up to 91 whilst I was just watching it!!

When the beeping noises were going on the fan on the heatsink was not spinning as it was not under load.

Does anyone have any ideas, i appreciate I'll probably get comments like get a new cooler but I shouldn't have to as I am not overclocking and the machine is not being used in a particularly hot environment.

Also would it help if there was some way that the fan could be made to constantly spin instead of now and again?

make sure the cpu is properly installed. i noticed on my old mans machine that the hsf was not installed correctly and suffered v high temps. they are a real bugger to put on those 775 coolers!
 
and further more there should be fan control options in the bios...hope this helps. might be a faulty fan connector on the mobo...i take it the fan does work at all?
