CPU overheating issue

Hi All

Just joined to ask for some help.

I have a PC that I use simply for autocad and autocad revit for architecture and 3d modelling.

My PC CPU just keep on overheating (if its sits on 80 degrees plus it will close down as a failsafe). I even have a fan just for my PC to keep it cool but even that doesnt help at all. (general resting temp when nothing is running is around 50 - 60 degrees)

I have tried removing the cpu cooler to see if thats working and it is. I have reapplied new thermal paste which didnt help as it still keeps overheating.

Does anyone have any other ideas before I have to take it to a PC shop?

Any help is appreciated.

I have removed the cooler, cleaned etc. Same with the full PC I have dusted it out completely. The cooler fan is rotating. I have even put all the fan speeds in the pc on full capacity (which doesnt help)
CPU is Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz 3.60 GHz
 
I agree with the temp. Idling is like when i first switch on pc and let it sit for like 30 mins and the utilization is like 2-5% so i know nothing is using it apart from windows. Hope that makes sense
