I think that cooler would be enough for a 12700 / 12700K if you ran it at ~4.7ghz on all cores with turbo boost, since it's rated for upto 210w.
The 12700K can use upto 234w on Prime95 with turbo enabled though, according to this review:

The cooler they use in this review is the NH-U14S, which has a TDP rating of 220w, and hits temps of 64 Celsius on Turbo, during heavy Blender use. So, your cooler should perform nearly as well.
