CPU power connector 8pin = no boot

Ive just received a second hand motherboard (p5k premium wifi) and i cannot get it to power up with the 8pin CPU power connected.
it will power up without this connected but pc wont boot.

PSU seems fine and works in another pc, ive tested all the pins on the 8 pin connector that they have 12v's

any ideas? thanks
 
Post is power on self test, black screen with writing at the start.
Boot means posts then makes it into windows.

Am I right in thinking that with the 8 pin cable unplugged, push the button then fans spin and it doesn't post. However with the 8 pin cable connected, push the button then nothing happens whatsoever? In neither case does it boot, according to the above definitions.

If so I'd be betting on dead motherboard. Hopefully I'm missing something, where's Plec when you need him...
