AM looking for a legit answer to this question.. Will SLI 1080 or a 1080 Ti single bottle neck a i5 6600 @4.7

Yes the 6600 bottlenecks the system.
Maybe, but the problem isn't as black and white as that.

So with out changing boards. will the 7700 help
With a single highend card the system will be very GPU top heavy with any quad core thats for sure. Maybe you could offset some of the bottleneck with a 4K-5k monitor, but that's a can of worms in itself.
What we need is Intel or AMD to release a 8 core, 5Ghz CPU without an IGP or Hyperthreading for £300 on a unified socket. Then the ultimate console can be built.

Get a 7700K, sell your 6600. You'll be happy. They overclock like snot and you'll have better framerates in heavily threaded games.
SLI/CFX is being given less and less priority these days now that we can drive 4K@60Hz no problem with a single high end GPU. I suggest a single 1080Ti.

7700K or 7740K and X299.
However have you considered the implications of going SLI at such platform? Both the GPUs are going to run at 8x and if you have an M2 drive, 4x.
Also SLI GTX1080tis aren't needed except when you game at 4K. And in this the case, maybe you should consider a platform with more lanes and flexibility like Ryzen 7.
Also with the 8700K in a month time, I wouldn't buying right now any upgrade on "mainstream", even if also is castrated to 16pci lanes

Not worth it at current prices. The 7740K would probably be slower than the 6600.
7740X is faster than the 7700K, while is cheaper and overclocks much higher.

But this wont work with the z270 board.

Honestly there are so many factors in this. SOMETHING sooner or later will limit your performance. Upgrade to a 1080Ti. If you don't get the performance you want then change out the CPU. Rinse and repeat until you get what you want. But the 1080 I would not really consider unless I have a monitor that's more than 1080p. A 1070 will handle all things 1080p with ease. If you have that monitor already then you must know how well the CPU is doing with the games you play and the resolutions/frame rates you want.
