AM looking for a legit answer to this question.. Will SLI 1080 or a 1080 Ti single bottle neck a i5 6600 @4.7

It'll bottleneck, but you'll still get insane performance. I guess over 100Hz you'll see bottleneck.

7700K or 7740K and X299.
However have you considered the implications of going SLI at such platform? Both the GPUs are going to run at 8x and if you have an M2 drive, 4x.
Also SLI GTX1080tis aren't needed except when you game at 4K. And in this the case, maybe you should consider a platform with more lanes and flexibility like Ryzen 7.
Also with the 8700K in a month time, I wouldn't buying right now any upgrade on "mainstream", even if also is castrated to 16pci lanes
7740X is faster than the 7700K, while is cheaper and overclocks much higher.Not worth it at current prices. The 7740K would probably be slower than the 6600.
It's not poor at all. Clocks like a beastNot sure it seems poor. Either way not worth it at current prices IMO.
