Best CPU choice to go with a 1080ti possiblely an RTX Card 2080.

1440p 144hz

Games to be played Pubg, Dota2, BFV, overwatch, mainly FPS. Also online poker, YouTube, music library, literally nothing else.
 
Define 'best'?

If price or an available upgrade path is any consideration, then it would have to be a Ryzen 2700X. Otherwise an 8700K or above, if all you care about is maximum FPS.
 
1440p is GPU-demanding resolution, so you won't notice big differences between most modern CPU from the last couple of years. Ryzen is the best costwise and futurewise.

Best value, for the tasks at hand, high FPS would be good, but is t that more dependant on the gpu?

Ryzen 7 2700, is a 16-thread 65W relatively cheap processor, and its motherboards can be upgraded with 2! future generations of faster processors.

Definitely Ryzen by the sounds of it. You might see a small advantage FPS wise for a 8700K or above at 1440p, but as you say, you're more dependent upon the GPU really. The Ryzen/Intel difference tends to be more pronounced at lower resolutions.
