CPU running at 70/80% and GPU running at 20/30%

Hi, so no matter what game i play my cpu is working way harder than my gpu and im not sure how to fix it. I factory reset my PC and that didnt fix it so i went into Nvidia control panel and changed aload of settings that are supposed to make the GPU work harder, That didnt work so i reset the setting back to normal and now im not sure what else i can do. I have had this PC for 2 years it has only recently started playing up.

31.97 GB RAM
Processor Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz, 4200 Mhz, 4 Core(s), 8 Logical Processor(s)
MSI Z270-A PRO Motherboard

Have you tried upping the settings in game? Crank everything - other than resolution - to the max. But with a GTX 1080 you should be looking at a much better monitor. A 144 Hz 1440p UW or 120 Hz 4k monitor.
 
What are your CPU temperatures like under load? If there's still thermal headroom, you can try overclocking the CPU.

As suggested previously, max out the graphics settings apart from the resolution.
 
7700k shouldn't be like that , but can push easily to 4.6ghz! Id recommend doing that first . Rust i can understand but RB6 Shouldn't .

quick trick is to upscale resolution via game settings of NVidia Experience to see if it makes a difference .
 
I tried a GPU stress test program from msi called kombuster and on task force it seemed to work fine 90/100 percent usage on GPU and around 50 percent on the CPU. I then re tried playing R6 and CPU was at 100 again and GPU at 30 :L
 
Sorry I should have stated that earlier, im getting good fps in r6 like 120ish but in Rust i get like 65 when i feel like if my pc was using 100 percent i would get a lot more but the main problem is micro stutters and freezing
