CPU running at wrong multiplier

Our electricity went off overnight.
When i came to fire up the pc this morning it was all working fine until i get into windows.

CPU is a Q6600 G0 normally wrunning at about 3.1ghz (345fsb 9 multi)
When it first fired up it was running at 1570mhz. So I rebooted and in the POST screen (and in the bios settings) it is showing the correct values. However in windows it wont switch up from 6x to 9x multiplier when I stress it with something. (ran prime 95 to test)

Any ideas what this might be ?


[EDIT] Just looked in the "system" screen and it is showing Q6600 @ 2.40 ghz 3.11Ghz
