Cpu running too hot?

The laptop cpu is
type : Intel® Celeron® M Processor 520
clock speed : 1.60 GHz
Front Side Bus : 533 MHz
2nd level cache : 1 MB
If i gave it a spray with compressed air how would the dust come out of the laptop?
Is it easy to strip and apply fresh paste and clean al the dust out?

Yes the fan was runnung at over 4000rpm, anyway I have cleaned it out, blowing into the heat extraction vent and while changing the dvd drive I blew into the laptop around the cpu, put back togeather and it's now idling at 47 degrees which I can cope with.
