CPU running vhot

i got a overclockers bundle (i7 930) set to run at 4GHz with a venom cooler but with out any stress its nearly 60 degrees according to speed fan now i installed the cooler proper (i think) is this a thermal paste prob or is the fan running too slow?
 
Could be a thermal paste application problem, (too much can have a negaive effect), or a problem with the mounting of the cooler. What speed is the fan currently running at, also in bios enable any fan control settings.
 
60c at idle sounds a bit on the high side though, id expect at least 15c lower, of course room temp and case airflow will impact on temps as well, as will the amount of voltage used, but the op indicates that the system wasnt under any load/stress test.
 
well im not sure what the settings are they are the settings Overclockers set as its a bundle where would i increase fan speed also can anyone give me a good idea of how much paste is enough pics would be great.
 
im using a Gigabyte GA-X58A-UD3R or Asus P6X58D-E (Socket 1366) DDR3 Motherboard also thank you for your link for thermal paste i spread it out instead of putting it in a line i think i might of put too much on as well.
