cpu speed step and system response?

has anyone else noticed a big difference in system response speed when in the pic above minimum processor state is set to 100% instead of the standard 5%?
using my wall plug meter with cpu minimum set to 100% it registers a 0.3w increase in power usage but overall system speed i find to be considerably quicker in response. even in web browsing and mostly loading apps.
 
This is intriguing. I know there's a power plan for the AMD cpus but I'm not sure on its response. I've not noticed anything different personally.
 
iv seen this with multiple intel systems from q6600, to haswell dual core and stuff in-between. when minimum cpu is set to 100% it makes a big difference. guessing that setting only useful for laptops where every bit of power saving adds up. but having cpu down clock doesnt seem to same much power, its under half a watt difference on the wall plug meter. but dont disable those C states in bios those ones hike power usage like mad.

for those that dont use a wall plug power meter, hwmonitor software shows cpu power usage and it hardly changes on idle when cpu state is changed from 5% to 100%.
