cpu speed switching FUBAR arghhhh

OK this is quite a long story so i'll cut it short. My laptops graphics card broke, ran it for some time like that anyway after a bit the cpu speed switching stopped working and it was stuck on the lowest speed. I could increase the speed with notebook hardware control though. I put vista on it, and now NHC didn't work, so I flashed the bios (last thing i can remember doing before it started acting up) back to an older version. After this, it was now jammed at full speed.

Anyway the time came yesterday to fix the laptop, swapped out every component apart from the screen, RAM and hard drive. Totally new motherboard and cpu and it was still doing the same thing. I re-install the CPU driver to see what happens, and now its jammed at 800mhz again.

This is driving me insane, anyone got any ideas what the hell could be wrong with it?
 
well, seeing as nobody here seems to know, I'll post about it for future reference.

After a bit of google research and installing XP again to be sure, it seems that Vista does not have support for Enhanced Intel SpeedStepping.
