Cpu speedstepping

Im I right in thing with this option enabled, the cpu runs slower when idel? Cos when I run cpu z the cpu speed is at 2.4ghz, then when I run orthos it jumps to the normal speed of 3.6 and the volts jump from 2.22 to 2.26.
 
You're putting 2.26v through your chip? o_O

No I ment 1.26v. But since ive updated the bios today, it has messed all my voltages up, like the voltage I was using should report 1.22v, but reports 1.26v. So I have to go through all the work up of finding what voltage orthos fails with and then rase it by 1 or 2 notches, untill its solid as a rock again. God I wish there were a quicker way of doing it.
 
Ive found the failing point and that is on the automatic volts, so ive upped it 2 notches and its seems to be stable at 1.200v - 1.210v in cpuz (in the bios of the abit ip35 pro its the 2nd one down in the "user cpu voltage", been running orthos for 6hrs now and it hasnt failed so far, I will give it another 6hrs and I think I will call that stable.
 
damm it just had a BSOD, somthing about the mem, but the mem isnt overclocked, so ive just put the cpu volt up another notch, and trying orthos again. The cpuz is reading 1.210v - 1.220v now. I thought I was home and dry, but no such luck, I have the wait another 12hrs now,,, its sooo boring.

Finally managed to get it passed the 12hr mark

It was luck I double checked my bios setting, cos the auto voltage for the mem was on 1.92v I think, it was deff 1.9 something. My mem is supose to only have 1.8v through it. Now thats made me a tad concerned if any of my other voltages are wrong???
