CPU stick at low speeds? Help!

Hi all, hope you are all well and prepped for Christmas.

My lad has been complaining that his pc is acting weird. So I’ve come to have a look today and indeed, his CPU is hitting 100% in almost all circumstances (even desktop on occasion).
I looked in CPU-Z and it shows his core speed as 1196Mhz with a multiplier of 99.76. He has an i3 13100 which should tick over at 4.3Ghz so something is seriously amiss.
In bios, it shows the correct speed so something in Windows is affecting this I believe.
Any help, or suggestions welcome.

I will add; he’s been installing all sorts of junk so a virus can’t be ruled out, but this result isn’t something I’ve ever come across.
 
You sure the 99.76 isn't the bus speed? What does hwinfo say? If the pc is pegged at 100% at idle assume it's something he's installed.
 
Ignoring any viruses, malware or adware, it could just be doing windows updates. You'll notice computer bogging down on older lower core count CPU's...on modern ones ie six/eight you won't.
 
Reinstalling windows now. It’s a 13th gen i3 so shouldn’t be getting throttled through windows updates.

Can you post a pic of CPU-Z?

Multiplier should be 34 and base clock should be 100 Mhz so should be a idle speed of 34 Ghz.
 
So weirdly, I updated the bios and noticed that in the bios, it shows the appropriate speeds. But this does not translate into the Windows environment, even though that is now a fresh install.. wtf is going on!?
