CPU stuck at downclock speed

Hello,

Got a strange issue at hand.
I have a 4930K @4.5GHZ running fine.
After like, 30 sec after windows 8 boot cpu-z is showing 1.2ghz idle speed which is OK.
I run Prime95 and cpu goes up to fill 4.5. OK.
I run unigine benchmark and cpu sits at stock 3.4 GHz.
Strange thin is that Before windows downclocks to 1.2 i can run unigine at full 4.5 but once windows downclock it does not go back to 4.5 in unigine but does it in prime95.

Anyone know the reason why windows does not overclock the cpu when running unigine after it goes to ide state? There is a difference of 1500 score in unigine valley if running cpu at 1200 vs 4500mhz

OK update. If I set windows Power plan to high performance CPU stays at 4.5 but that setting disables speedstep therefore no cpu idling. So the problem is with sleep mode speed step Power setting not waking up cpu fully.

Someone may correct me, but Unigine is GPU benchmark. I dont think it taxes the CPU, which is why the chip only raises to 3.4 GHz. Basically it isnt needed.
 
Windows Power plan to High performance> Avanced Settings you can set the Processor Power Management > Minimum Processor State from 100% to 5% if you want, this should let the CPU downclock.

Try Hibernate instead with Sleep=never>Hybrid Sleep=off>Hibernate/set your time. Also make sure that> Put computer to Sleep=never

Hibernate is the better of the 2>Sleep/Hybrid Sleep.
