cpu temp shows 29C on but but shows 40C on another program?

Hey guys, i just managed to setup my new computer which is an intel e6600 @ stock with a arctic freezer 7 pro and p5b deluxe motherboard.
I'm having some trouble finding out the real temp of my cpu, i recently went to bios and checked the cpu temp, it showed it was 29-30C. I then went to windows and installed a program called pc wizard 2006, but that program showed that both of my cores were running at 40C.

I'm not sure which one is right so i was wondering if anyone here can put me out of my misery and tell me which one is moe accurate.
 
ive recently just brought an e6600 which is currently at stock with standard HSF with a P5B deluxe motherboard. Mine seems to be running really warm. Ive updated the bios. asus probe and bios read 60'C and core temp is 50'C. This is idle. Ive tested playing fear and the temp hit 70'C according to asus probe :(

Ive reseated the heat sink several times and played with the amount of thermal compound but the temps just wont come down. I have it in a lian li case with 4 case fans. Case seems fairly cool. What sholud this chip run at temp wise?

TAT read 51'C per core.
