CPU temperature fluctuating - normal?

On Monday night I installed a new I7 6700K and Corsair H100i GT cooler. A couple of night later after a couple of hours gaming I was looking at the CPU temps in Corsair link and MSI Afterburner. Both were showing the CPU temp fluctuating from 28 one second then up to 46 the next, then back to 28 and so on. Is this normal behaviour? Is it even possible for the actual temperature of the CPU to increase and decrease by so much so quickly? Doesn't seem likely to me...

Just been playing a game for the past 45 minutes and right now it's a bit more stable; staying around 27 for 10-15 seconds and then jumping up to 46 before dropping right down again - is this just to do with the heat sensors or what?
 
A simple test would be to run a short prime run and see if the temps remain reasonably consistent, My 3770k @4.8 will jump from around 23 idle to 55 degrees when loaded in a few seconds but wont go any higher, thats on a custom loop.

Whats the cpu usage when its doing this ?

I've just downloaded Prime 95 and am currently running the benchmark test - the temps are fairly consistent at around 65. The CPU usage was pretty much idle when the temps were fluctuating, around 1-5%...

its not a problem if it raises fast.... well if it gets stable at 55 and wont go any higher i dont see any issues.... its normal... most of my intel builds were like that . except my last amd one :P its always at 50-60 either with load or idle xD
 
Thanks. Been monitoring for the past couple of days and it tops out at about 67 when running stress tests. Doesn't seem to matter what the overclock is - no different in top temps from 4.4 up to 4.8, although my 4.8 wasn't stable - stress tested ok but crashed when playing Just Cause 3. Off topic a bit but that was with 1.345 voltage. Upped the voltage to 1.395 and dropped clock down to 4.7 and all good since.
 
Yeah that is normal just to be sure run a simple prime test to see what the max temp is. I think it is due to the power save settings in the bios but I wouldn't hold me to that
