CPU Temperature fluctuations

I have recently bought an Opteron 146 and installed it with stock cooler in a DFI Infinity motherboard.

I find that when I use Smartguardian to check the CPU temperature, it seems to fluctuate all over the place between about 8 and 22 degrees C (when idle)

Why am I not getting a steady temperature?

When I boot up and check the BIOS the CPU temp in there is about 28.

Does smartguardian not get its temp from the same sensor or directly from the BIOS? And is there a solution?

But in the BIOS the temperature reading is OK, wouldn't SmartGuardian use the same diode to get it's temperature reading?

Mine is already the latest.... maybe a downgrade of BIOS might do it!
