CPU throttling under load but don't know why

Hey chaps,

I'm overclocking my 3930K on a asrock X79 extreme 9 but not having much joy.

I've gone for a simple overclock of 4Ghz

RAM is samsung green 4 x 4GB

Here are my BIOS settings:

Fixed Vcore: 1.200V (Actual voltage of 1.184V under load)
Multiplier set to 40 (However BIOS reads max multi as 32 still...)
RAM Freq: 1333Mhz
RAM Timings: CL11
RAM Voltage: 1.590V
All CPU power saving features disabled
Turbo core current limit: 300(W)
CPU Thermal throttling: Disabled

The problem is when idle the frequency is correct (4Ghz) but when I stress the CPU with OCCT the frequency drops between 3.2 and 3.7Ghz...

Any ideas guys?

It seems this is an issue with BIOS version 3.60, I've updated to Beta L3.61 and so far the problem seems to have been resolved.
