CPU throttling

When running in xp my cpu is being throttled to 50%. The amount of load it's under makes no difference and temps are in the high 30's. I initially though this could be due to it being overclocked but I set it back to stock and it was the same. I've insalled xp 64 to see if the same thing happened in this and it doesn't, I've got the full 3ghz.

Does anyone have any suggestions on how to stop the cpu throttling or what could be causing it?
 
Disable Cool N Quiet in BIOS and set "Home/Office desk" in power management. Although if you run at stock CPU frequency and it sits around in idle a lot it's probably leaving CNQ and bios to laptop mode.
 
Are you sure you're not mistaken? If you have a multi cored/hyperthreaded CPU, then a single threaded application will only be seen to be using 50% of available resources :)
 
Cool and quiet is disabled as it's overclocked. It's only a single cored opteron 144. I'm almost certain it's something in windows as my fresh install of xp 64 works fine. I could probably resolve the problem by reinstalling xp 32 but I'd prefer not to if possible.
 
I've finally figured out what it was. One of the sensors was set incorrectly in speedfan and was reporting a temp of 110C. I've corrected this and no more throttling, yeah.
