CPU underclocked?

Hey guys, sorry if this has been posted up loads before, but I have a Core i5 processor that is supposed to be rated at 2.66GHz. It is currently running @ 2GHz even when running Prime95. It is also supposed to overboost to 3.2GHz when needed, but isn't.

Rest of spec:

4GB DDR3 Memory (Dual Channel)
Gigabyte PM55-UD2 Micro ATX Board
Scythe Mini Ninja (CPU temp in BIOS is 27 degreess C)

Any help will be much apprecaited guys, also if there is a cheeky move that I can do to overclock it a bit (permanently) that would be cool. I understand that I have to stability test it etc. I'd be happy with something like 3.4GHz

But getting it to it's original speed is more important atm lol.

I'm presuming Prime95 should be able to do the same job? I've been running that for about 20 minutes and the multiplier is still at x15 and core voltage is at 1.008v. I have not changed anything else in the BIOS except auto fan speed and disabled C1E.

Thats what it is running at. The multiplier doesn't change, ever. Even if I disable speedstep.

I can only set it manually by the looks of things. Why isn't it changing automatically?

Just done all of what you said and it has changed nothing.

I can either have:

- Multi at x15 and it never goes above this and it runs at 2GHz all the time.

or

- Multi set at x20 and it will overboost to x24 and run at 3.2GHz all the time (high cpu fan speed).

Why the hell is it doing this? I have the latest BIOS update.

If I have overboost on, it is running with overboost on consistently, it never slows down.

I mean, what I want is for it to slow down to say x15 when not needed, and speed up when it is. At the moment it either runs at x15 (if i set it at x15) or at x24 (overboost) with it set at x20 in the bios. It never fluctuates, and that is what speedstep is supposed to do is it?
