Is there an upgrade path from an i9 7900x, just purchased a 3090 FE, and I feel like I'm getting no way near some of the frames and scores I am seeing online. Maybe the CPU is a factor in that, it is currently clocked at 4.6Ghz, I have a 1000 platinum-rated Be Quiet PSU, so it's not that, my ram runs at 3200Mhz.

Not that would make any sense whatsoever, no. Intel's HEDT CPUs aren't fantastic for gaming anyway so even if you went mental with a 10980XE you won't really see a major gaming boost.
Unless you really need something that the X299 platform offers, I'd suggest money would be better spent on something new. For the money of an upgrade X299 CPU alone you could build a Ryzen B550 system.

Sell up and go Ryzen may aswell - after selling everything it wont cost much if anything for a 5900X + b550 which would leave your CPU behind - Although it's not a MAJOR upgrade, it will remove any bottlenecks CPU related
Yeah X299 can be a PITA. The 5950X will be much faster.
