CPU usage backing off during Prime 95

SO when I run Prime 95 I get 100% cpu usage for the first round of tests 1- 10 but when it starts the second round my cpu usage drops to around 95% in each thread. The clocks are still hitting 4.8 Ghz so doesn't appear to be throttling... Is this usual?

It is not temp related as far as I can tell, it is sitting around 75 degrees under full load

Not throttling, but do you have cool & quiet enabled?

Are you running it using RealTemp? That has a thermal/load profile that heats up, then slowly modulates clock speed and load downwards.
