CPU usage on new laptop

Hi. So I recently got a new laptop off my parents for my birthday. It's pretty simple, I'm really concerned about the CPU usage. I usually like to watch streams and videos in HD quality at night in bed before I go to sleep but for some reason with this new laptop CPU usages seem to be really high, and I want to know what's causing the issue. I'm pretty sure having only one tab open in Chrome with a stream open could cause 90-99% CPU usage. Here's the usages;

And these are the specs:
AMD E1-1200 (1.4Ghz Dual Core)
6GB RAM
Integrated graphics

my little netbook that i dont use anymore has a similar issue, intel atom 1.6ghz (dual core) runs at 50-60% usage when idle and cant play youtube videos in full screen. hateful little thing! my phone is more powerful than it

have you tried deleting un wanted software off it?

As Something Else said, the CPU is the problem, an E1-1200 is basically equivalent to an Intel Atom 330 in terms of performance.
 
I know that the CPU isn't very powerful, but surely just having ONE tab open on the internet shouldn't up the CPU to 99% usage?
Like what's the 'Windows Module Installer' thing taking up 22% and everything else under that?
FYI, I've deleted most if not all of the implemented software such as all the useless TOSHIBA stuff. Sorry, this is my first time using Windows 8.
 
You will get better performance watching Youtube using IE l am afraid, l have just purchased a Asus Vivo Smart tab and IE is smooth and works flawlessly, google chrome is still my preferred browser and playes YouTube HD content with ease however some web pages are a little laggy when scrolling, this does not occur with IE.
