Not sure about the 'best' program, But I'm pretty sure Speedfan will show a graph of CPU usage.

Speedfan seems to have logging options.
Not sure which program actually gives the correct temperature, they all seem to give different results! I'd check out a few and take the highest, then compare that to speedfan and add an offset to it.
