CPU voltage always stays the same

Make sure you are using Offset voltage and not manual. Do NOT put 1.24 as the offset voltage though, as you WILL fry your chip. :p

For 1.24v you'll need to enter around 0.02 as a POSITIVE offset.

Yeah I am using manual voltage right now

1.240v is stable for me on 4.4GHz so not sure what I should do now as I'm confused by what you mean
 
Go to "Power options" and click "Change plan settings" for balanced

Then click on "Change advanced power settings".

Scroll down to "Processor power management" and expand it, then expand "Minimum processor state".

What percentage is that set to?
 
Ok, you'll need to go to your BIOS. Your CPU Core voltage mode is probably set to manual mode. You need to set that to offset mode, then set the offset voltage as positive then enter 0.02. That should work.
 
Ok Set where the red arrow is to "Offset mode" and the yellow arrow to 0.02. It should also ask if you want a positive or negative offset, you want a positive offset.
