CPU voltage changes under load

Yeah, you probably have C1E and Speedstep enabled in the bios. This allows the CPU to automatically slow it's speed and lower it's voltage. Its just a powersaving feature.
 
You can disable if you want, Ive left mine enabled without any problems, also ir your running Vista check the power settings as this can change the speed of the processor.
