CPU Voltage / VID Query

Sorry if this has been asked before (and im sure it has) and also for possibly being a tad thick, but, what is the difference between VID and CPU Voltage ?

My understanding is that the VID is the minimum voltage required to boot @ idle / stock settings and the Volts are what power is being provided to the Chip, is this correct ?

I have CPU volts set to "auto" in BIOS and have the following readings:

So I assume this is telling me that I NEED 1.325V to boot @ stock and im current putting 1.464V through the CPU, is this correct
