CPU won't downclock to idle !?

I wanted to OC my 4930K to 4GHz on my MSI X79GD-45 Plus which isn't a problem.
However my CPU continues to run 4GHz in Windows and it will not idle !.
I have EIST/Speedstep enabled, I have Turbo Core and Turbo Enhancement enabled also. I have enabled power saving features EIST, C1E, C-States. Vcore is on auto.
I have OC'ed via the multiplier since there's no option to OC per core.

I have tried all three different power states in windows and set CPU minumum to 5% and max to 100% and I rebooted several times.
But still no matter what I do the CPU will run 4GHz constantly. The only thing that happens is that the vcore varies but the CPU speed remains the same.

It's only if I set CPU multiplier to auto in the BIOS then everthing works again and it downclock in idle in windows.

Does any one know what I am missing here or have similar experience with this motherboard ?

What are you using to measure the clock?

If you overclocked by the pre-turbo multiplier, that would explain it.

What does the voltage do? Surely if that goes down low like on my 4790k then thats the power saving, even if your multiplier is still at 4Ghz?

I read the CPU multiplier via speccy and cpu-z.

There's only one CPU multipler to OC with. There's no option to OC per core.

Yes normally C1E and C-states is of and only EIST/Speedstep is on and that works fine when not OCing and the CPU idles.

I have tried enabling C1E, Cstates, EIST and then set the multiplier to 40. But still it run 4GHz while the Vcore goes up and down.

Man I give up - it is either running 4ghz constantly or i have to drop the oc to get eist to kick in and idle the cpu. I tried enabling and disabling power saving options but no go. Once I change that multiplier and it does not budge at all.
I have the latest bios and it is so annoying that i cannot oc per single core just like i did oc my asus p9x79pro with no issue.

SOLVED

I thought I was missing something in my BIOS, so I went over and over it again and again. Untill I found out that scrolling in the UEFI BIOS with a mouse isn't great ! because when scrolling down it would miss out one CRUCIAL option CPU Features ! When I scrolled with keyboard the option appeared.

FINALLY could get the option to set each CPU core at a certain multiplier ! and now it all works
