Cpu-z only showing 800Mhz for X3 450

I have enabled cool n quiet on the motherboard but cpuz shows my cpu running at 800mhz? I'm using Windows Server 2008 R2 so I ran some VMs using Hyper-V but my clock speed doesn't increase.

So I rebooted and now cpuz says 3200Mhz as the clock speed, even on idle. The BIOS shows the cpu is configured correctly, am I right in thinking cpuz isn't supported by Server 2008 R2? Is there another way I can check my clock speed in Windows Server 2008?
 
Nothing to worry about, it's a function on pretty much all modern CPU's - to downclock and save energy and heat.

*EDIT*

See it speed back up by using something like prime 95. Watch it clock back to normal! :)
