CPU-Z readings wrong?

Hi guys,

I've recently taken readings from CPU-Z and I noticed my core speed is lesser than my processor speed.

Sorry if I used the wrong terms but what I mean is that from the image below, my processor is a Q6600 @ 2.40GHZ but the core speed is only at 1603.6

Is it normal to have the difference between 2.40GHZ and 1603.6?
