cpu-z show multiplier and mhz changing! WHY

Hi guys, my gigabyte ud5 board is running I7 920 @ 3.8ghz but fluctuates on multiplier and mhz when under load and idle, ive turned off boost and cpu eidt?? or whatever it is,, but still same, two questions really? can I disable it if I want to and will it be more stable oc as its not fluctuating??

You need to disable EIST and C1E, I have mine enabled and running @ 4ghz without any problems.
 
mhz will vary a bit, couple up and down. Its a problem with accuracy of measurement, ignore it. Multi going up and down sounds distinctly like energy saving. Not familiar enough with the board to tell you explicitly which settings do energy saving, there seems to be a variety.

Its unlikely to hurt stability significantly, and you're meant to be stress testing to determine whether or not it's stable.
