I've recently bought 2 x 2G of ram which I believed was cl6 - CPUID is showing the spd as 5-5-5-15 @ 400M. How accurate is cpuid, I believe it reads the spd speed directly from Ram - which can't be changed through bios the bios? Is that right have I actuallybgot cl5 6400 ddr2 ram?

no the spd tab in cpuid is buggy, ignore it, the main memory tab it accurate however its not unusual for 8500 stuff to show up as 6400 as they often come from same bin
you can however change speeds in the BIOS and this is probably best place to check speed, rather than leave on auto manually set it to make sure
