Yes, and although they are for sale in various places its a) Actually illegal to sell them as they are still property of Intel and b) Can be various specifications or have functions working/not working. Some are fine! I have a 5960X that runs perfectly at 4.4Ghz 24/7 but I have one that doesn't. I have had them that are not production parts with strange specifications that are not released.
