CPUZ, core temp and overdrive reporting different CnQ frequencies

Running an unlocked phenom II 555 on a foxconn a7da-s 3.0 with win 7 64bit.

So i recently figured how to get CnQ working (overclock too high and high performance plan selected in windows were preventing it from working), been fiddling around with frequencies to see how high things will go before CnQ disables itself again. I first noticed AMD Overdrive was displaying different levels of throttling for each core (core 1 and 2 would throttle regularly, 3 would throttle rarely and 4 wouldnt throttle at all). I thought phenom IIs were not physically able to do this? Next i ran core temp, and whilst all 4 cores throttled together, the frequencies did not match either cpuz or overdrive.
