Crash bungs tightness?

I've got some crash bungs I still haven't fitted - first time I tried I couldn't get the thing as tight as I wanted so put the engine screw back on and left it.

When I did have it on, even when holding the bolt with a spanner, the thing would move around. I could even move it round (as in spin it round) with my hand with a bit of force. Nothing loose enough that would cause it to move when riding though.

Is this normal? It does have the anti shake washer in there, so doubt it'd fall off, but not sure if being able to move it slightly is normal? I tried my Hornet ones, and can also move those round with a bit of force, but they're slightly different ones and I don't trust comparing my new bike to my ancient Hornet :p

The R&G manual says 40nm, but I couldn't physically reach that as it'd just move round and I have nothing to hold the thing properly without damaging it.

Ok, thanks all, at least the slight movement is right then (they don't move freely).

Dogbreath, yes, that's what I was a bit worried about, but I reckon I was close enough, it was just the movement of the crash bung putting me off, didn't feel right to leave them like that.

There's a bolt on the inside of the engine, so I hold that with a spanner and then torque up from the crash bung side, however the crash bung spins round when I get passed a certain tightness, even when holding the bolt. It's weird, almost feels like a stripped screw (it isn't).

Maybe I just need to give it another try.
