We have an iPhone 7s, I think it is with iOS 10.7.3 installed How can we install Telegram on it without a sim card?

There's no iPhone 7S.

As for Telegram, first upgrade iOS to the latest version and then install it from App Store. You will need a phone number to create a Telegram account.

Temporary sim to activate Telegram, can’t be done without a phone number, same as WhatsApp.

You can verify using other types of phone numbers and don't necessarily need a SIM - landline, SIP, TextNow etc
