Creating a browser toolbar - help?

I've been asked to look into creating a browser toolbar by someone i know. It'd be for clients of a website, so they can get this toolbar installed and the website could know what they're up to. NOT spyware or dodgy, it'll be an opt-in type thing.

Anyways, i'm figuring this would be some sort of C++ job, but i could be very wrong. Also, is it possible to make plugins for existing toolbars, like the google one?

If anyone has any info on either aspect of this (creating from scratch or incorporating into existing ones) i'd love to hear it.

Depends on the browser you're targetting. If it's FF I believe it's all JavaScript.
