Creating a forum

Can someone explain how I create a form which is hosted on my PC, and can only be accessed from machines on the network please?
I am trying to put together a forum where the team can share information via a forum but don't want it to be accessed from outside the network...

Download, install, run: WAMP

Download, extract, copy to the htdocs folder: phpBB, SMF or your favourite forum software

Give your staff the address to your PC/server where you've set it up, and create user accounts as necessary.
