Creating a new Oblivion character.

Just done a fresh install of an X1800XT 512mb and pci-e mobo but forgot to save my character after investing some 40+ hrs...doh.

I've read the odd comments about making your usual primary abilities secondary to make your character level slower but being harder in the long run. I don't understand this logic so could some kind sole explain it to me in laymans terms.
I want a character that's quick on his feet, good with ranged attacks and able to charm the pants off anyone ;) I prefer to use blades but never really sussed how to enchant them with sould gems etc so If some one could advise how to go about this too I'd be a happy camper.

Any tips or character classes you'd recomend ?
 
7 skills starting at 10 per skill = you have 70 out of 700 skill points.
7 skills starting at 20 = 140 out of 700

as you level up every 10 majors, you'll miss out on 7 level up's by starting at 20.. also by putting skills that you use least as major you have more control as to when you'll level up. i had sneak as a major and as i used sneak often, it accounted for too many skill points. while i could get a 5x bonus on my agility attribute everytime, i was having problems getting a decent bonus for any other attributes. the end result ment that i had lower attributes than i could have had at each level.

so the art is to get the majors to start as low as you can and use skills that you wont use too often so you get a greater chance to get 5* bonus for your attributes.

You need to get a recommendation from a person in each of the mages guild's (do a quest for each of them) to get accepted into the Arcane University where you can enchant your own weapons.
