Creating cartoon images

Think this is the right forum but anyone know of any programs there are to edit a normal image into one like this taken from the rogues gallery?

That's done using a Photoshop filter. So a trial of Adobe Photoshop could produce a result like that. It's not in a cartoon style though by the way, that looks like it was done in a strange texture filter, which just happened to work out well.

Yes, it was indeed poter edges, with edge thickness-2, edge intensity-1, Posterization-2.

Yep, got quite lucky with it, I'd agree.

Also got this one from the same image;

That one was done with the 'Cutout' filter, settings of number of levels-4, edge simplicity-4, edge fidelity-2.
