From GameCentral (Very reliable, suprisingly)

And N4G:
I don't think this has been posted?
EDIT: Typical. Just found it. Thread reported to be closed.
Uncharted developer Naughty Dog seems to have accidentally let slip plans for cross game chat via the next PlayStation 3 firmware update.
The unintentional slip was made on the official US PlayStation Blog and then immediately deleted, which is usually pretty good evidence that it's true.
Cross game chat would allow you, for whatever reasons, to talk to people even if they're playing other games.

And N4G:
http://www.n4g.com/News-411331.aspxPlayStation 3 owners may be getting a long-requested feature with the console's next firmware update: cross-game voice chat.
While the feature has been rumoured to be in development for months, a post on the official PlayStation forums today may have inadvertently confirmed its imminent release. "Naughty Dog Dev" ReklissAbandon wrote in response to player requests for enemy spectating in Uncharted 2: Among Thieves that PlayStation 3 cross-game chat might make that request unfair.
"I think they wanted people to have fun and ejoy the show since all dead players can talk to each other no matter what team you are on. But I will suggest it anyway. Not to mention that the next PS3 firmware update is going to allow cross game chat. So if players use that instead of in game communication then they would also be able to communicate enemies positions." Posted by ReklissAbandon, a Naughty Dog Dev.
