I was just checking my card temps in CC on my 2xhd6870 cards and noticed that the GPU clock and Memory Clock are really low. Is that normal?

On my primary it's at 300gpu and 1050 memory, yet on my 2nd card it's down at 100gpu and 150 memory.

Is it just because I'm not running a game or anything or do I have an issue?
 
If no application is using the second GPU it will clock down when not in use. Use something like Afterburner to display the OSD when in a game and you should see the clocks shoot up.
