Crossfire HD7870XT or ??

OK guys, so I just fired up Batman AC after getting it from the steam sale, with everything maxed out I get very low fps(in the 20s) during fight scenes/going outside, even when I turn it down to only 2xMSAA.
Am I expecting too much out of my GPU?
 
What res are you gaming at? Also, do you mind turning down the graphics? Is it really worth the extra money just to play on high rather than ultra?

You can turn some settings down that add very little to the user experience but reduce frames; like ambient occlusion, motion blur, turn down aa a bit.

If you really want to change cards; imo your best option is to get a 7950 from a decent vendor ie Gigabyte/MSI and that is known to be quiet and have little problems like coil whine.

Then sell the bundled games and your 7870xt and the difference shouldn't be huge.
 
I am currently gaming at 1080p
After getting funds from selling my xbox, I though why not upgrade my GPU.
Turning it down to Very High with the above settings turned off and AA turned to FXAA(high).
I though that a HD7950 would just be a sidegrade instead of an upgrade hence why I was not sure whether to crossfire or go HD7970/GTX680.
Going single card should be the cheapest costing around £100 if I go second hand which I dont mind and crossfire would cost £150ish after games have been sold.
