He has 2 x 290x 8gb cards. The problem he is having is his core clocks are fluctuating all over the place and his temps are fine in the mid 70's for both cards.

He has so far turned off ULPS using afterburner and tried out the 16.11.5 and is now on the 16.12.1.

Still the same after doing that. He's rolling back a few drivers to give that a try.

Hes now trying out 16.11.4. He reckons things were fine on that before. He has tried 16.12.1 and 16.11.5. I will add he has reinstalled windows 10 just a few days back.

Yea he has. Now his clocks are fine but his usage is all over the place. Frames are now lower on 16.11.4.
