question is, what is your minimum FPS?
games are meant to be played, so average FPS means nothing if minimum FPS is something like 5.
im currently tweaking Crysis. i was able to get Vista 64bit, 1680x1050, no FSAA. edgeAA=2, all Dx10 exclusive effects (ones can be enabled without editing CFG) on Very High (including shader, water and PP) minimum of 20FPS, average of 26FPS.
by goal is to have all Dx10 exclusive effects enabled without using Dx9 hacks (very high for shaders, post processing and waters) and try to get 25FPS minimum @ 1680x1050.

With the following CFG @ 1680x1050, no AA, Vista 64 DX9 I get: 32fps average, 26fps minimum and 41fps max, this was in benchmark though, normally I like to run with medium shadows to give extra performance and also no noticable difference to the shadows, its playable for the most part in Vista but I still like to use XP for Crysis.

Crysis' minimum works differently, eg, with the benchmark tool, you can set it to take screenshots every 200 frames, and while it takes screenshot, the FPS range will dip down under 10's. But the final read out says minimum is still ~20.
that's why i take Crysis' minimum FPS as my general performance FPS, because the benchmark Crytek gave us is just too light, if only it were as heavy as World in Conflict, i may take the average.
fluent gameplay is the key, no one likes stutter.
