CS 1.6 admin plugin for LAN?

Right, at school we run a little cs thing at lunch sometimes, and its always full of n00bs which are fun to pwn, but it sucks when every single one of them gets an AWP =/

Sad as this "club" is, id like to know if theres and admin plugin for 1.6?

BUT...

We dont actually run it with steam, the school owns the liceses but we dont run through steam as the proxy doesnt let it or something like that.
With it set up like this will i be able to use the admin pluging without using the Steam IDs?

Very vauge i know, but ill try and find out more tomorrow.

Its enough time to have a laugh if you set the rounds to 1.5 mins and slap Dust2 on and just run around getting kpds of 30 plus, all the kids are about 11-12, how HARDCORE am i!!!

I understand restricting awp is a bot noobish, but weve only got 45 mins, 10 of which is used getting all the little kids in ect. So its good just to have 30 mins of madness rush/spraying

Its only on Tuesday and Thursday, other days i spend in dining hall socialising

So this clanmod, do i just whack it on the machine thats made the server (Or dedicated if we set one up), then everyone else will download the files or not?
